Baseline May-Sep 2012 files (bl12.r6)

Many files are common for both baseline and base case.  
Base case is day-specific EI to best replicate historical measurements and to yield good model performance 
evaluation (MPE) results.  
Baseline emissions are one-day, typical, or generic and are used in relative response factor (RRF) 
calculations. 
Instead of the hourly day-specific AMPD EGU files that are used for base case, baseline emissions for the 
EGUs are a generic day of hourly averages for each month of May through Sep 2012.
